Libya’s National Transitional Council says it’s close to making a deal with Muammar Gaddafi’s loyalists to hand over Bani Walid, a town that was the site of an alleged massacre on May 28.
One NTC brigade is named for the massacre, and its fighters are still gathering to the north and east of the strategic town, in case negotiations fail.
